The department of justice published revised regulations for titles ii and iii of the americans with disabilities act of 1990 ada in the federal register on september 15 2010.

Knee and toe clearance complying with 306 shall be provided.
Elements such as wheelchair accessible drinking fountains must provide a knee clearance of at least 27.
Units shall have a clear floor or ground space complying with 305 positioned for a forward approach and centered on the unit.
Federal accessibility code requires that where drinking fountains are provided on an exterior site or on an interior floor no fewer than two one standard one accessible or one hi lo drinking fountain an accessible standard combination unit shall be provided and those with leading edges more than 27 above the floor must be placed in an alcove space or between wing walls not.
The space should be at least 30 inches wide and 17 to 19 inches deep.
If located to provide but not exceed this clearance 27 above the floor or ground absolute they are not protruding objects because the leading edge will be within cane detection.

Controls shall comply with 4 27 4.
The 1991 standards require wall and post mounted cantilevered drinking fountains mounted at a height for wheelchair users to provide clear floor space for a forward approach with knee and toe clearance and free standing or built in drinking fountains to provide clear floor space for a parallel approach.
Ada drinking fountain requirements.
Unit controls shall be front mounted or side mounted near the front edge.
Clearances are required at accessible elements fixtures and controls so that people with disabilities including those who use wheelchairs can approach and use them.
Drinking fountains for children s use 602 1 602 6 drinking fountains designed specifically for children ages 12 and younger can provide a parallel approach instead of a forward approach if the spout is 30 inches high max and no more than 3 1 4 inches from the front edge of the unit including bumpers 602 2 ex.
On an accessible drinking fountain with a round or oval bowl the spout must be positioned so the flow of water is within 3 in 75 mm of the front edge of the fountain.

Drinking fountains shall comply with 307 and 602.
These regulations adopted revised enforceable accessibility standards called the 2010 ada standards for accessible design 2010 standards or standards.
To be ada compliant wall mounted water fountains are required to have knee space between the floor or ground and bottom of the fountain of at least 27 inches.
